Locality Framework Contract – 6 Day Commissioning (November 22)

The following email has been issued this week by ACS in relation to 6-day commissioning of services under the new Locality Framework Contract.

From: ACS Contracts Helpdesk <>
Subject: Locality Framework Contract – 6 Day Commissioning

As you are aware the Locality contract specified that the Council would want to commission care 6 days per week so that we could better support the demand for care and contribute to patient/customer flow across the health and care system.

With the additional pressure of winter we wanted to bring this aspect of the contract online as soon as possible and intend to start from Saturday 7th December.

This will mean the following:-

  • The Placement team will have 2 people working on a Saturday; one covering Ipswich Hospital and the other covering both West Suffolk hospital and James Paget. Their working hours will be 10.00am – 4.00pm
  • The Unmet needs list will be available on Saturday for providers to make bids in the usual way
  • The acute hospitals will continue to follow the agreed process to access care quickly to assist with Delayed Transfers of Care situations

It would be helpful to know in preparation for the 7th December whether you have staff in place on Saturdays should we need to commission care using the agreed process for an urgent response.

Could you please let your contract manager know so that we can collate availability in each area?

The commissioning process remains unaltered but will include Saturdays as a working day from the 7th December and will be reflected in the timeframes. We recognise that providers could have bid earlier in the week to start delivering care from the Saturday and made the necessary arrangements to do so

If you have any queries regarding this matter, please contact your contract manager in the first instance.
